I am not so sure that INSPIRE will fix that. 1st it's only related to
European stuff and moreover, it simply says that the information ABOUT
data should be available, which means that Metadata is collected but
it does not mean that one can access the data behind it easily or even
for free.
But maybe some day I wake up and people have all of a sudden realized
that making geodata available for free and with easy access is the
better way to make profit from it than selling it for enormous prices
or providing it in some hidden place :-)
